libbrlapi-dev software package provides Library for communication with BRLTTY - static libs and headers, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libbrlapi-dev
libbrlapi-dev is installed in your system.
Make ensure the libbrlapi-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libbrlapi-dev *
You will get with libbrlapi-dev package name, version, architecture and description in a table
